Les fonds du programme servent \u00e0 soutenir les nouveaux agriculteurs en diminuant le principal du pr\u00eat afin de permettre \u00e0 l&rsquo;entreprise de d\u00e9tenir une meilleure participation lors de la premi\u00e8re ann\u00e9e d&rsquo;op\u00e9ration. Les agriculteurs d\u00e9butants recevront de l&rsquo;aide sur la planification d&rsquo;entreprise ainsi que des conseils en gestion financi\u00e8re agricole des experts du minist\u00e8re de l&rsquo;Agriculture.<\/div>\n<div><\/div>\n<div>La Nova Scotia Farm Loan Board, les pr\u00eateurs de la Nouvelle-\u00c9cosse en agriculture, offrira aussi des pr\u00eats \u00e0 taux d&rsquo;int\u00e9r\u00eat fixes \u00e0 long terme; ce qui signifie une stabilit\u00e9 additionnelle pour les agriculteurs d\u00e9butants.<\/div>\n<div><\/div>\n<div>FarmNext offrira un soutien aux agriculteurs en diminuant le fardeau financier reli\u00e9 \u00e0 leurs pr\u00eats. Les nouveaux agriculteurs pourraient obtenir un all\u00e8gement de leur pr\u00eat d&rsquo;une valeur pouvant atteindre 30 000 $ lorsqu&rsquo;ils d\u00e9marrent une entreprise agricole et 20 000 $ lorsqu&rsquo;ils ach\u00e8tent une exploitation \u00e9tablie.<\/div>\n<div><\/div>\n<div>FarmNEXT est une version am\u00e9lior\u00e9e d&rsquo;un programme ant\u00e9rieur, le programme New Entrants to Agriculture. Au printemps 2011, le programme New Entrants to Agriculture a \u00e9t\u00e9 r\u00e9vis\u00e9 par les parties int\u00e9ress\u00e9es. \u00c0 la suite de la r\u00e9vision, des recommandations quant \u00e0 l&rsquo;am\u00e9lioration du programme ont \u00e9t\u00e9 d\u00e9pos\u00e9es \u00e0 fin d&rsquo;\u00e9tudes. Ceci a eu pour r\u00e9sultat la cr\u00e9ation d&rsquo;un nouveau programme qui offre l&rsquo;aspect financement en plus de l&rsquo;aspect \u00e9ducatif sous forme d&rsquo;accompagnement.<\/div>\n<div><\/div>\n<div>Le programme New Entrants to Agriculture a maintenant dix ans. Les engagements pris face aux agriculteurs et aux exploitations dans le cadre du programme actuel seront remplis avant que le nouveau programme soit en vigueur.<\/div>\n<div><\/div>\n<div>En ce qui concerne FarmNEXT, les demandeurs seront consid\u00e9r\u00e9s selon deux cat\u00e9gories :<\/div>\n<div><\/div>\n<ul>\n<li><strong>Rel\u00e8ve:<\/strong>\u00a0offert pour la rel\u00e8ve des entreprises \u00e9tablies, la somme maximale disponible pour l&rsquo;entreprise est de 20 000 $ (selon les frais d&rsquo;int\u00e9r\u00eat allant jusqu&rsquo;\u00e0 deux ans). Les fonds seront disponibles l&rsquo;ann\u00e9e de la demande.<\/li>\n<\/ul>\n<ul>\n<li><strong>Agriculteurs d\u00e9butants:<\/strong>\u00a0offert pour les demandeurs qui d\u00e9marrent une exploitation agricole. La somme maximale disponible pour cette cat\u00e9gorie est de 30 000 $ (selon les frais d&rsquo;int\u00e9r\u00eat allant jusqu&rsquo;\u00e0 quatre ans). Les fonds seront disponibles l&rsquo;ann\u00e9e de la demande.<\/li>\n<\/ul>\n<div>Un agriculteur d\u00e9butant est une personne qui ach\u00e8te des actifs agricoles dans le but de mettre sur pied une exploitation agricole commerciale pour la premi\u00e8re fois et d\u00e9tient au moins 51 % de l&rsquo;entreprise. Un agriculteur d\u00e9butant de la rel\u00e8ve est une personne qui ach\u00e8te une exploitation agricole commerciale ou des actifs agricoles dans le but de d\u00e9velopper davantage une exploitation agricole commerciale pour la premi\u00e8re fois et qui d\u00e9tient au moins 25 % des actions de l&rsquo;entreprise.<\/div>\n<div><\/div>\n<div>Mme McCurdy donne un exemple de la valeur du programme. Le plan d&rsquo;amortissement du pr\u00eat sert de base pour calculer le financement. Les demandeurs qui d\u00e9marrent et qui ont un pr\u00eat de 150 000 $ avec un taux d&rsquo;int\u00e9r\u00eat de 5,75 pendant 20 ans recevront la somme maximale du programme de 30 000 $.<\/div>\n<div><\/div>\n<div>Le financement de FarmNEXT est disponible pour les demandeurs qui ach\u00e8tent des biens personnels. Dans ce cas, le demandeur doit fournir une entente de location \u00e0 long terme. Le personnel d&rsquo;Industry Development and Business Services sera jumel\u00e9 aux demandeurs afin de leur offrir un accompagnement sur la planification d&rsquo;entreprise.<\/div>\n<div><\/div>\n<div>Les pr\u00eats seront octroy\u00e9s par la Nova Scotia Farm Loan Board. FarmNext encourages new farmers to begin farming in Nova Scotia with business planning and coaching, interest rate financial benefits, and on-going financial management advice from specialists of Industry Development and Business Services Branch of the Department of Agriculture.<\/div>\r\n<div><\/div>\r\n<div>\u201cFarming continues to be an exciting and valued career choice in Nova Scotia. But, challenges like access to capital are the same in Nova Scotia as throughout Canada,\u201d explains Maria McCurdy, senior loan officer with the Nova Scotia Farm Load Board at Truro. \u201cThe FarmNEXT program will provide support with funding and coaching in business planning. The Nova Scotia Farm Loan Board will provide loans and financial lending expertise.\u201d<\/div>\r\n<div><\/div>\r\n<div>The program is to encourage new farmers to begin farming in Nova Scotia. Program funds are intended to support new farmers by reducing loan principal to provide a stronger equity position for the farm business in the first year of operation. Beginning farmers will receive coaching in business planning and ongoing farm financial management advice from specialists of the Department of Agriculture.<\/div>\r\n<div><\/div>\r\n<div>The Nova Scotia Farm Loan Board, Nova Scotia's agricultural lender, will also provide loans with long term fixed rates, which relates to additional stability for beginning farmers.<\/div>\r\n<div><\/div>\r\n<div>FarmNEXT will support new farmers by helping reduce the financial burden of their loans. New farmers may be eligible for up to $30,000 in loan relief when starting a farm business or up to $20,000 in loan relief when buying an established farm business.<\/div>\r\n<div><\/div>\r\n<div>FarmNEXT is an evolution of a previous program, the New Entrants to Agriculture program. In the spring of 2011, the New Entrants to Agriculture program was reviewed by stakeholders. \u00a0Following the review, recommendations for program improvements were submitted for consideration. The result was creation of a new program that would have a both a funding component as well as an education\/coaching component.<\/div>\r\n<div><\/div>\r\n<div>The New Entrants to Agriculture program has been offered for 10 years. Commitments already made to farmers and agri-businesses under the existing program will be met before the new program comes into effect.<\/div>\r\n<div><\/div>\r\n<div>With FarmNEXT, applicants will be considered under two categories:<\/div>\r\n<div><\/div>\r\n<ul>\r\n \t<li><strong>Succession:<\/strong>\u00a0Available for succession of existing businesses and the maximum benefit to the business will be $20,000 (based on up to 2 years of interest costs). Funds will be available in the year of application.<\/li>\r\n<\/ul>\r\n<ul>\r\n \t<li><strong>Beginning farmer:<\/strong>\u00a0Available to applicants beginning a farm operation. Maximum benefit under this category is $30,000 (based on up to 4 years of interest costs). \u00a0Funds will be available in the year of application.<\/li>\r\n<\/ul>\r\n<div>A beginning startup farmer is defined as a person who is purchasing farm assets to develop a commercial farm for the first time, and must have at least a 51% controlling ownership in the farm. A beginning succession farmer is defined as someone who is purchasing a commercial farm or farm assets to further develop a commercial farm for the first time and who has at least 25% controlling interest in the farm.<\/div>\r\n<div><\/div>\r\n<div>McCurdy provides an example of the value of the program. The loan amortization schedule will provide the basis for the benefit funding. For Start up applicants, a $150,000 loan with an interest rate of 5.75 over 20 years will receive maximum benefits of $30,000 from the program.<\/div>\r\n<div><\/div>\r\n<div>FarmNEXT funding is available to applicants purchasing personal property. In this case, a long-term lease arrangement must be provided by the applicant. Industry Development and Business Services staff will be paired with applicants to provide coaching in business planning.<\/div>\r\n<div><\/div>\r\n<div>Loans will be extended by the Nova Scotia Farm Loan Board. \u00a0Loans will have a 5 year amortization or greater.
